To produce garments, a large number of accessories and other items are imported. The scheme permits the duty-free import of inputs that are physically incorporated in an export product. Additionally, packaging material, fuel, oil, and catalyst used in the production process of the export product are also permitted.
The quantity of inputs allowed for a particular product is determined based on specific norms defined for that export product, which takes into account the wastage generated in the manufacturing process. The Directorate General of Foreign Trade (DGFT) provides a sector-wise list of Standard Input-Output Norms (SION) that exporters may choose to apply under. Alternatively, exporters may apply their ad-hoc norms if the SION does not fit their requirements.
