Introduction


The Cotton/Man-made Fibre TextilesMill Industry is the single largest organized industry in the country employingnearly one million workers. Besides, there are a large number of ancillaryindustries dependent on this sector such as those manufacturing variousmachineries, accessories, stores, ancillary and chemicals. Even on a modestassumption that a workers family comprises five, the direct dependents on theorganized textile mills industry itself works out to about 50 lakhs.


CAPACITY


There were 1818 cotton/man-madefibre textiles mills (non-SSI) in the country as on January 31, 2007 with acapacity of 35.37 million spindles, 448,000 rotors and 69,000 looms.


CAPACITY UTILISATION IN THE MILLSECTOR (COTTON/MAN-MADE FIBRE TEXTILES MILLS)


The capacity utilisation in thespinning sector of the organised textiles mill industry ranged between 80% to93%, during the period 2000-01 to 2005-06, while the capacity utilisation inthe weaving sector ranged between 41% to 63 % during same period.


PRODUCTION OF SPUN YARN


The production of spun yarn,including the production of yarn from SSI spinning sector was 3046 million kg. in1999-2000 and 3458 million kg. in 2005-06. It is estimated to reach3790.91million kg in 2006-07. The contribution from the SSI sector has beenabout 5% in the total production of spun yarn.


SICKNESS/CLOSURE OF TEXTILES MILLS


The incidence ofsickness and closure in the organized textiles industry is a matter of concern.One main reason of sickness is the structural transformation, resulting in thecomposite units in the organized sector losing ground to power looms in thedecentralized sector, on account of the latters greater cost effectiveness.The other causes of sickness/ closure of the industry include low productivity due to lack of modernisation, stagnation in demand and inability of some units toexpand their export market, increase in the cost of inputs, difficulty ingetting timely and adequate working capital, etc.
