With effect from October 28, 2021, chemical substances imported into the UK in quantities of over one tonne per year will have to be registered in accordance with the new UK REACH. “This applies unless downstream user import notification (DUIN) has been effected,” said Rupert Scherer, REACH expert at TÜV SÜD.
DUIN is the equivalent to the former pre-registration procedure under EU REACH, which was a requirement for making use of transition periods.
If the recipient of the chemical substances in the UK does not take care of the DUIN and registration directly, the exporter will have to appoint a UK-located Only Representative (OR) to look after the process. This appointment must be made by October 27, 2021, TÜV SÜD said in a media release.
“With our international network, we are perfectly positioned to support exporters with their registration processes in the best possible manner,” added Rupert Scherer.
The Glasgow branch of TÜV SÜD Limited will take over the role of OR in the UK, while manufacturers and/or exporters in Germany will be supported by the local REACH experts at TÜV SÜD.
REACH (or Registration, Evaluation, Authorisation and Restriction of Chemicals) is an EU regulation covering most consumer products, requiring companies to report on chemicals used throughout the supply chain and in their products.
